Non-profit partnership National Urban planners' Guild
The idea to create a professional union of urban planners appeared in February 2008 in Omsk (Russia) within the frameworks of All-Russia scientific and practical seminar for urban planners. The adoption of Omskaya declaration is the result of the seminar. In the document it was underlined the aim to create and develop a self- regulating organization (SRO) that consolidates Russian scientific, project and consulting organizations that deal with urban and spatial planning and urban development and other strategic tasks.
Founding meeting of Non-profit partnership National Urban planners' Guild took place later in February 2008 in Saint-Petersburg. There were representatives of about 30 urban planning organizations and institutes of Russia. At the meeting the incorporation documents were ratified, the administrative and control bodies were shaped.
The Guild mission:
- Consolidation of urban planners, provide a high professionalism of all urban and spatial planning and development specialists
- Effective management of urban development in Russia, create a background for sustainable development of all territories in Russia
- Provide a high quality of works executed by members of Guild
- Increase level of responsibility of all members of Guild for the result of their professional activities to the society.
The Guild founders are "Institute "Lengiprogor" LLC (Saint-Petersburg), "ENKO" LLC (Saint-Petersburg) and Foundation 'Center for strategic research "North-West" (Saint-Petersburg).
The main Guild body is Guild Council. In February 2011 Vladimir Schitinskiy (Director, Federal State Unitary Enterprise "Russian state scientific and research and project institute of Urbanistics", Saint-Petersburg) was elected for the post of Council chairman. Since 2008 Anna Beregovskih (General director, Institute of territorial planning "Grad", Omsk) holds the post of Deputy chairman of Guild Council.
Since 2011 executive body is headed by Guild president Mikhail Petrovich (Director, Bureau of territorial information systems and urban planning modeling of "Saint-Petersburg scientific and research and project institute of urban planning" CJSC).
Until September 2010 Guild office was located in Moscow. Now Guild office is in Saint-Petersburg.
The results of work of Guild are of Standards and rules of business activity for its members in the field of urban planning and design, development of professional engagement and cooperation with federal state governmental authorities. Also Guild initiates amending to urban planning laws and drafts proposals to state authorities that deal urban planning documentation development. These proposals are about the most effective way to evaluate all the bidding participants within the tender for urban planning documentation development.
Guild members are famous experienced project institutes and companies of the country. Guild publishes a magazine "Spatial development management", holds conferences and seminars, organizes refresher courses and provides an expertise of project documentation.
